You can use Fake Carrier.
USE FAKE OPERATOR ..IN CYDIA
It dosent work for nither and my iPhone !!!
It doesn't let me change the banner or carrier even though I did exactly what you said. I enterrr text and wen I press on banner or carrier, it doesn't do anything. Help

It doesn't work on my jailbroken 4.2.1 iPod It just says device in the top left!!

I'm not sure if you can't on an iPhone because it has to show AT&T or something???
